Extraordinary meeting of EU energy ministers on 30 September 2022

The Ministers of Energy of the Transport, Telecommunications and Energy Council of the European Union (EU) meet on September 30, 2022, in an extraordinary meeting on the subject of high energy prices, writes the website https://www.consilium.europa. I/.

EU energy ministers will aim to reach a political agreement on a proposal for a Council regulation on an emergency intervention to tackle the problem of high energy prices.

The proposal aims to alleviate the pressure exerted by high energy prices on citizens and the economy

This includes measures to reduce electricity demand in order to reduce energy prices for consumers, as well as measures to redistribute surplus revenues from the energy sector to final customers. The proposed measures are of an exceptional and temporary nature, informs the Council’s website.

The issue of high energy prices was also addressed by the Council at the extraordinary meeting of energy ministers on September 9, 2022. The discussion included a number of main areas in which the member states expect the EU executive to act: capping the revenues of electricity producers, which face low production costs; a possible tariff ceiling for gas; measures for a coordinated reduction in electricity demand across the EU.

A regulation was adopted regarding the voluntary reduction of natural gas demand by 15%

Also, on August 5, 2022, member states adopted a regulation on the voluntary reduction of natural gas demand by 15% this winter. The regulation provides for the possibility of the Council triggering a “Union alert” regarding security of supply, in which case the reduction of gas demand would become mandatory.

The member states have agreed to reduce their gas demand by 15% compared to the average consumption of the last five years, between August 1, 2022 and March 31, 2023, with measures chosen by themselves, according to the Council’s website, according to Agerpres.

The Transport, Telecommunications and Energy (TTE) formation is one of the 10 formations of the EU Council and meets both in formal meetings and in informal meetings, usually initiated by the countries that hold the rotating presidency of the EU.

The TTE Council aims to achieve EU objectives in the fields of transport, telecommunications and energy

The TTE Council aims to achieve the EU’s objectives in the fields of transport, telecommunications and energy, namely to create modern, competitive and efficient infrastructures and markets, as well as trans-European transport, communication and energy networks, according to https://www.consilium.europa. I/.

Within this formation, the ministers of transport meet, as a rule, four times a year, the ministers of energy meet three or four times a year, and the ministers of telecommunications twice a year.

In the field of energy, the Council is responsible for adopting, together with the European Parliament, legislation on the functioning of energy markets, to ensure that the energy supply is secure, to promote energy efficiency and new and renewable energies, and to promote interconnection energy networks.

The EU Council exercises, together with the European Parliament, the legislative and budgetary functions, being composed of one ministerial representative of each member state, according to art. 16 of the European Union Treaty, accessed at https://eur-lex.europa.eu.

Although it meets in different formations depending on the subject discussed, the EU Council is a unique legal entity, its work being prepared by a committee of permanent representatives of the member states (Coreper) and by specialized committees and working groups.
